The EU’s Code of Conduct Group (Business Taxation)

The EU’s Code of Conduct Group (Business Taxation) recently introduced an extra criterion of ‘economic substance’ for tax-resident companies, implying that financial centres should abolish tax regimes that ‘facilitate offshore structures which attract profits without real economic activity’.
